Many of the nation's colleges and universities are not sure what the proposed DREAM Act would mean for their institutions--and a number of them are operating amid confusion in trying to serve undocumented students legally in light of the defeat of the measure in the Senate last year to pass the legislation. It would have allowed some immigrants who came to this country as children to gain legal status. Among the quandaries institutions face are ascertaining just how many undocumented immigrants are enrolled at their schools; whether more students will enroll if the DREAM Act becomes law; how to address the standard issues in educating low-income populations; and how to maneuver a plethora of state regulations governing tuition and fees, along with any new duties imposed under the proposed federal law. The author discusses how colleges brace to meet the needs of immigrant students if federal bill creates path to legal status.
