According to the Department of Health and Human Services, "good program evaluations assess programs performance, measure impacts on families and communities, and document program successes." With this information, programs are able to direct limited resources to where they are most needed and most effective in their communities. This article is based on surveys received from 12 peer professionals representing college, high school, health, and youth service programs as the basis for examining the barriers to measuring program outcomes and using program findings. The three barriers to using program findings were listed as: (1) Uncertainty about how to present outcome to different audiences (funders, general public, board, volunteers, staff); (2) Uncertainty about how to make program changes based on strengths/weaknesses; and (3) Privacy concerns of those involved in program.
