In early 2009, Education International conducted a study amongst its member organisations on education in correctional settings in their respective countries. Findings reveal that education in correctional settings and the conditions of teachers working in them vary greatly between regions. Generally speaking, in most regions, but specifically in Africa, key challenges include a lack of funding, facilities, and a shortage of teaching staff. Often unqualified teachers and volunteers contracted by NGOs provide education to detainees. Particularly in African countries, teachers are not represented by unions and their right to collective bargaining is not respected. (Contains 5 figures and 6 notes.)
