"Learning Through Life," the main report of the Inquiry into the Future for Lifelong Learning, has stimulated discussions about "rebalancing" funding for education and learning between the generations. Since the publication of the Leitch report, the funding strategy for adult learning has changed. Resources have been switched to the centrepiece of this new funding strategy--Train to Gain--a funding programme for employers. In this article, the author argues that Train to Gain has made employers the gatekeepers for accessing public funding for adult learning--and left low-paid workers firmly stuck at the bottom of the educational ladder. In all the discussion about re-balancing the education budget across the generations, the author stresses the need to re-balance it so that those millions of low-paid workers who do the dirty, repetitive and mundane work that keeps a society going, and whose feet are firmly stuck to the educational floor, have opportunities as well.
