Enhanced Online Access Requires Redesigned Delivery Options and Cost Models

Rapidly developing online information technologies provide dramatically new capabilities and opportunities, and place new responsibilities on all involved to recreate networks for scholarly communication. Collaborations between all segments of the information network are made possible and necessary as we attempt to find a balanced and mutually beneficial way to maximize these new technologies. This is a time of paradigm change in information delivery that calls for new approaches and considerations. Some of the important new options that require consideration are: the delivery of unbundled and integrated media materials; the recognition and appropriate separation of the costs for delivery which are distinct from those of peer review and formatting/branding; the rationale and means of presenting additional flexible and customizable cost models based upon a variety of factors; and the possible role for agents in developing standardized product packages. This article attempts to highlight some important areas for focused attention, and discusses the responsibilities for proactive input by librarians in these early design considerations.
