Expert Assessments of Russians' Attitudes toward Higher Education Reform

This article examines the opinion of experts who are first-rate specialists in their fields and can provide accurate and objective information about these issues. An expert survey was conducted by the Russian State Social University in seven federal districts, twenty-five regions of the country. The survey was participated in by 309 experts representing the main spheres of activity in Russian society, such as business, state administration, and civic organizations, both in the state sector and in private enterprises. The experts were asked to "assess attitudes held by the population with respect to the reform of higher education" in the past two years, 2006 and 2007. The author takes a look at the distribution of the experts' assessments in regard to "Russians' public opinion concerning the reform of education in institutions of higher learning." The survey of experts on education in Russia reveals significant resistance to recent reforms, and a reluctance in particular to move Russian higher education closer to the European model.
