The American Recovery and Reinvestment Act (ARRA), also known as the "Stimulus Act" and "Economic Recovery Act," was signed into law by President Obama on February 17, 2009. As a response to the economic downturn that Americans are all experiencing, the ARRA is an effort to jumpstart the economy, create or save millions of jobs, and make long-term investments for the future. The law is important because it pledges approximately $100 billion federal dollars for investment in education, and some of this money can and should be used to pay for school psychological services. This means that the ARRA is a perfect opportunity to advocate for services and skills of school psychologists in the state and school district. In fact, the four main goals of the ARRA education funds are to: (1) implement college and career-ready standards and high quality, valid, and reliable assessments for all students (including English language learners and students with disabilities); (2) improve teacher effectiveness and equitable distribution of effective teachers; (3) implement pre-K to higher education data systems that meet the principles in the America COMPETES Act; and (4) provide intensive support and effective interventions for lowest-performing schools. Local educational agencies (LEAs) and state education agencies (SEAs) are required to demonstrate that these goals are being addressed with the ARRA education funds. School psychologists are in the position to be pivotal in implementing changes based on the ARRA goals and are equipped to help collect, analyze, and report data on uses of the ARRA funds.
