Organizing a Grassroots Lobbying Effort: Working a Bill from Beginning to End

This article provides information related to organizing a grassroots lobbying effort within a state association and working for the passage of a bill. This information resulted from experience working for the successful passage of the pay parity bill for nationally certified school psychologists in West Virginia during the 2008 legislative session. It can be adapted for use by other associations. This article also presents some of the steps that would be helpful with launching a grassroots lobbying effort. These steps can be utilized with or without the use of a professional lobbyist.
