Lifelong Learning within HE in The Netherlands

This article focuses on work-based learning in higher vocational education and training in relation to lifelong learning. It begins with an overview of the Dutch National Policy and the ambitions of a national Project Directorate Learning & Working. It then goes on to the concrete results of projects within higher education (HE) aimed at the development, execution and implementation of Accreditation of Prior Learning (APL) and tailor made programmes for adults, employees and the unemployed. Results are presented, but also limitations and recommendations. The article then describes how the quality of APL in The Netherlands is organised and accredited. The article ends with the results of a meta study into dual learning because it gives a good impression of the supposed benefits of dual learning, but also stresses some doubts and criticisms.
