The $787-billion economic-stimulus legislation that President Obama signed into law this week contains large sums of money for students and researchers. But the final version of the plan excludes billions of dollars that Congress had considered giving to various higher-education programs. The author's assessment is that the law, as enacted, will benefit: students from low-income families; students at community colleges and other low-cost institutions; student eligible for the Federal Work-Study program; biomedical researchers; and people seeking training job training at community colleges. Losers, writes Hebel, will be students who benefit from Perkins Loans; undergraduates who want to borrow more money for college' student loan companies; and higher-education facilities.
