Technology, Telecommunication and Foreign Language Teaching in the Languages Review Consultation Report: A View from the US

The Languages Review Consultation Report recommends exploiting the potential of communications technology for the enhancement of curricular offerings. Newly developed instructional software is credited with opening doors to the cultures of young people while serving as an infinitely patient and supportive tutor. Thus, in the UK as in the US, proposals for reform in language teaching suggest that technology is a key to student motivation, highlighting the relevance of foreign languages while facilitating the learning process. In this article, the author explains the differences between two kinds of technology used by teachers in online intercultural exchanges: Hard Technology and Easy Technology. She also discusses the many complexities involved in tele-collaborative language instruction, when students are linked via communications technology to a class of their peers abroad, engaging together in project work. She contends that tele-collaborative language teaching, particularly if democratized in the manner spelled out by the Report, can be of consequence in a way that more traditional courses, including courses mediated by technology, cannot.
