How American Scholars Can Help Arab Colleges

The author recently served on a five-member international review panel for Saudi Arabia's National Commission for Academic Accreditation and Assessment. The panel's mission was to evaluate the Arab Open University against the commission's accreditation criteria to determine if the university should be eligible for King Abdullah's national scholarship program. Having provided international accreditation services for Hong Kong's accrediting council on top of several years of accreditation work in America, he thought the exercise, while an adventure in an unfamiliar country, would be more of the same. He was wrong. He found that the Arab Open University is, indeed, open--to people, ideas, values, opportunities, places, and methods. The university's curriculum is also practical and relevant, with degrees in business, information technology, English, and education. However, as the university evolves into the Arab region's "everyman's university," the author contends that it needs to put in place a system of accountability. With the help of experts from American higher-education institutions, the university can develop and carry out outcomes-assessment plans, quality-assurance programs, strategic plans with annual accountability, performance-evaluation systems, and the other bedrocks of sound academic operations.
