A Commentary on "The Case of Top Beginnings and the Missing Child Outcomes"

It is familiar in the world of systems building that funders start out saying they are not particularly interested in attribution, only to later begin using words like "prove" and "impact." Boards begin by asking for intelligent reflection from the 30,000-foot level and then suddenly want to know how many more children are ready for school. Projects are littered with dense jargon and system-speak, which thus allow for anything to be a legitimate outcome. That very jargon creeps into even the evaluation reports and thus clouds and stretches the conclusions way beyond the data. In this article, the author suggests several things that teams can do before a Phase 2 evaluation takes place in their projects.
