Since 29 European ministers of higher education announced the Bologna declaration in 1999, the Bologna reform has spread to all parts of Europe. The number of participating countries has grown to 46. In other words, most European countries have joined the Bologna process, which is to form a "European higher education area" (EHEA) by 2010. Although some critics charge that the Bologna system is no longer "easily readable," one cannot ignore the fact that building the EHEA has become an important movement in Europe. The primary concern of the participating governments is to secure national interests. However, gains from the Bologna reform will not be the same for each country, because different national higher educational conditions will produce different results. Among the 27 European Union member countries, some may derive greater benefits from the Bologna reform. In this paper, the author analyzes diverse situations facing each EU member and estimates different national gains from the Bologna process. Through this comparison of national gains, one can see the equity of the Bologna system, that is, the degree of equal distribution of gains from the new European higher educational system among member countries.
