The National College for School Leadership: A Critique

The National College for School Leadership was set up in November 2000. In its short life it has become seen, in Tony Bush's words as "a major influence, arguably the major influence, on school leadership, management and administration in England and beyond" (Bush 2004: 243). Expanding on Gronn (2003) who argues that bodies like the NCSL are engaged in a process of "designer leadership" by accrediting school leaders according to managerialist national standards, the author argues that the wider thrust of the NCSL is also to frame up school leadership so as to uncritically relay managerialist education policy into schools. Here, the author discusses designer leadership in more detail and considers the NCSL's wider framing up of school leadership by way of a trawl through its website. He concludes by noting some developments signalled in the recent "End to End" review of the NCSL (Review Team 2004) which are likely to bring this body even more into line with "Official School Improvement" (Hatcher 1998) than it already is.
