The main goal of the Inquiry into the Future for Lifelong Learning is to provide a "strategic framework" for the future. In this article, the author considers the key components that will make up the framework. These are: (1) a statement of vision and values; (2) a stock-take of the current position; (3) an "investment rationale"; (4) some specification of how roles and responsibilities might be divided; and (5) evaluation and measurement.
