Over the past four years, there have been significant and positive developments in policy concerning education and training provision for learners with learning difficulties and/or disabilities. One of the most important threads running through this process has been the development of the Foundation Learning Tier (FLT). In this article, the author explores the development of FLT and offers his comments on its potential role for disabled adults' learning.
