When Liz Chandler was made Learning and Development Officer at Merseytravel five years ago she was handed an unusual remit by Chief Executive Neil Scales: to create a "learning culture" throughout the workplace. It looked to be a tall order. There was no organisational strategy for learning, and workers were often dissatisfied with the training that was offered. Chandler realised she would only be able to move the organisation forward with the support of Merseytravel's five trade unions. This article describes a learning partnership between management and unions at Merseytravel that has produced a remarkable transformation in the culture of the organisation.
