An Application of the "Personnel Evaluation Standards" to Determine the Effectiveness of a System of Teacher Evaluation

This study applies the "Personnel Evaluation Standards" of the Joint Committee on Standards for Educational Evaluation to the procedures, practices, and related components of a school's staff evaluation program to determine the program's effectiveness. Evaluators sought answers to questions including the extent to which the intended structures and procedures promote sound personnel evaluation, the degree to which the program is implemented, and district personnel's perceptions concerning the usefulness, relevance, and impact of the program. The study found that the structures and design of the school's staff evaluation process have the capacity to provide a sound system of evaluating teachers while providing growth opportunities. As it is currently implemented, however, the process has become burdensome to administrators and teachers, producing mountains of paperwork that cannot be converted to useful data linking individual teacher performance levels to professional development. In addition, teachers indicate that the process often does not result in useful feedback from their evaluators. Recommendations from the study include streamlining the process, particularly for veteran master teachers, and developing a method for using the data generated by teacher evaluation to target specific areas in need of professional development.
