Representatives of 28 education research associations from around the world convened in New York on March 29-30, 2008 at a third meeting to advance the goal of establishing a world education research association (informally called "WERA"). The agenda centered on the nature and form of a world education research association, with discussions shaped largely by reports from the six working groups continued or newly established in London. Much attention was devoted to possible programmatic activities for WERA and, as part of the discussion of a constitution, to the unique mission of this new worldwide organization. Finances and financing also commanded considerable attention.
