Evaluators' Role in Facilitating the Convergence of Factors to Create Legislative Impact

In 1999, the staff of the Joint Legislative Audit and Review Commission (JLARC) of the Virginia General Assembly (the state legislature) completed a review of the Virginia Board of Medicine that found problems with the process used to regulate physicians and recommended major changes to a system that had remained relatively unchanged for almost seventy years. JLARC is an oversight agency of the Virginia General Assembly and comprises fourteen senior legislators as well as a nonpartisan staff of legislative evaluators who conduct independent policy studies requested by the legislators. While legislative political factors that were not disclosed to the evaluators might have contributed to the legislative action taken in response to the study, evaluators played a key role in facilitating the convergence of factors that led to legislative reform. Evaluators contributed to this convergence through the use of four strategies: (1) establishment of report credibility through the research process, (2) development of a report that effectively conveyed study findings, (3) establishment of a professional working relationship with the press, and (4) provision of necessary support and assistance to policymakers. All of these strategies contributed to the legislative impact that resulted from the evaluation of the Board of Medicine's disciplinary process.
