Legislative evaluators can inform state policymakers who face policy and budget decisions related to large and complex federal programs such as Medicaid. Unlike lobbyists, advocates, and other stakeholders who support particular interests, legislative evaluators are uniquely positioned to provide independent and timely information to assist policymakers. Failing to accurately focus an evaluation toward meeting policymakers' concerns will result in reports that are of little use in policy development. This chapter discusses four conditions related to evaluation use, as well as several strategies used by Florida and South Carolina legislative evaluators that facilitated utilization of their Medicaid studies.
