Boardroom to Classroom: Continuous Improvement in Cedar Rapids

The Cedar Rapids, Iowa, Community School District has long been recognized as a strong school system, educating many of its students to the highest levels of learning. However, like many others across the state and nation, the district also enrolls students whose potential is not being realized. For Cedar Rapids district to become a great school system, it needed to change. In this article, the authors describe how the Cedar Rapids district transforms its school system by using what it calls a "Plan on a Page" to create ownership stock for reaching a common goal. "Plan on a Page" is a portable and visual depiction of the district's strategic plan which helped communicate direction to stakeholders and employees. It is posted in every school, district building and support facility. As a result, students and staff have a better understanding of the district's vision, mission, core values, goals and guiding philosophy of continuous improvement. The school board developed goals and accompanying action plans to guide its work and district administrators developed a defined set of measures to monitor the progress of district goals.
