This article features Edcouch-Elsa High School, a 1,500-student comprehensive high school in Edcouch, Texas. Edcouch-Elsa, which is located in the southern Rio Grande Valley, draws students from Edcouch, Elsa, and the surrounding agricultural communities located in the Delta Area of Hidalgo County, Texas. With about 25% of the students living with families that migrate to other states for seasonal work, the mobility rate at Edcouch-Elsa is about twice as high as the rest of the state. One of the goals at Edcouch-Elsa is to create equal access for its students. "College for all" is the expectation, not merely a catchy slogan. To accomplish this goal, teachers recognize that every student must first learn to read and write at a high level. Consequently, literacy development is the focus of instructional planning and professional development. Out of concern for the future of each individual, the school keeps detailed records on each student, including migrants, and is proud of the fact that almost all of its students complete high school and go on to college.
