Who Chooses the Tune? An Analysis of New Initiatives in Russian Higher Education

This article discusses the changes in higher education in Russia and the role of international organizations--the World Bank and the Organization for Economic Co-operation and Development (OECD)--in promoting education reforms in this country. The connection between recent government policies and those of international organizations providing both financial and expert support for education are examined by analyzing selected government policy documents and the recommendations of the World Bank and the OECD. Finally, the mechanisms through which these policies are being implemented at national and institutional levels are discussed.
