Taking Ownership of the ITC's Guidelines for Computer-Based and Internet-Delivered Testing: A South African Application

The increased use of computer-based and Internet-delivered testing has raised a number of ethical and legal issues. The International Test Commission's (this issue) Guidelines for Computer-Based and Internet-Delivered Testing represent the most recent attempt to provide test users, publishers, and developers with guidance regarding the appropriate and ethical practice of such testing. This article attempts to highlight the need for national societies, organizations, and individual test users to take ownership of the guidelines. One way of owning the guidelines is to consider how legislation that regulates test use impacts on computer-based and Internet-delivered testing and, if need be, to consider how the guidelines therefore might need to be amplified to take such legislation into account. Other suggestions made relate to raising awareness among test users regarding, in particular, the need to establish the equivalence of paper-based and computer-based versions of tests as well as the need to monitor the impact of differential access to computers and technology on test performance.
