This article features Woodland Hills's Neighborhood Youth Services. The Neighborhood Youth Services (NYS) program is a community-based program created by Woodland Hills, a residential program for troubled adolescents in Duluth, Minnesota. Principles for building respectful adult and peer relationships developed in the treatment environment were extended to a high-crime, inner city neighborhood. This prevention and early intervention effort seeks to provide positive opportunities and connections to keep young people out of the juvenile justice system. The simple name describes its mission: Neighborhood Youth Services (NYS). A small cadre of youth care workers deeply committed to the neighborhood's children work together to create an exciting caldron of community advocacy and prevention. This award-winning program is in its eighth year of existence and is recognized for its outstanding work with at-risk youth, community advocacy and collaboration, crime prevention, and race relations. NYS is a safe haven for children and families in a relatively tough, impoverished, and occasionally chaotic neighborhood. The program is designed to help parents and children identify their strengths, work through problems, address community issues, and learn new ways to engage the world. NYS is a secure harbor from the tough, loud, cold streets outside. It is a place where children are accepted and cared about. The program is dedicated to young people and their families. The program shares an old, yet nicely remodeled, school building with many other community programs, including several cultural centers, a family resource center, Duluth parks and recreation, and a community police office. This blend of resources makes for community collaboration second to none. The mission is to strengthen youth and family assets, which helps reduce the risk factors that contribute to juvenile delinquency. There are endless stories that could be told about NYS. The bottom line to the program is that it has become an essential part of the community. While many child advocates and community leaders talk about the importance of prevention, NYS has been busy working and learning about its community. Although maybe a dream, the authors feel that many neighborhoods could greatly benefit from such supportive services.
