The Curriculum Leadership Institute (CLI) and classroom teachers working in conjunction with Emporia State University in Emporia, Kansas, developed the Lesson Plan Resource system. The CLI is a not-for-profit school consulting and publishing firm, also based in Emporia, Kansas, whose curriculum development model is used in over 1,000 schools in seventeen states (CLI 2004). The CLI model is based on an academic program governance theory and practice taken from William Edwards Deming's Total Quality Management/Education, Ralph Tyler's Tyler Rationale, and Benjamin Bloom's Instructional Processes and Taxonomy of Educational Objectives (CLI 2003). The CLI provides services and publications to districts interested in changing the decision-making and action-taking culture with regard to curriculum, instruction, and student learning (CLI 2004). Lesson Plan Resources are collections or files of lesson plans written by teachers who are implementing a new curriculum, and are accessible to all the teachers in the district. Because these lesson plans are written for the new curriculum, they are linked to the learning outcomes set forth in that curriculum. When properly done, a Lesson Plan Resource will help a faculty meet curricular outcomes in a variety of ways. Each lesson plan in the Lesson Plan Resource should reference the relevant state standard and course outcome and include the following: (1) Outcome; (2) Teaching methods and resources needed; (3) Student activities; (4) Means of Assessment; (5) Mastery level; and (6) Reteaching strategies. The Lesson Plan Resource allows teachers to be creative and to employ their own teaching styles, regardless of the subject area. Completion of the Lesson Plan Resource helps teachers look closely at each component of an outcome and carefully think through how to get to that result.
