Describes the theory of action linking the Chicano-Latino Youth Leadership Institute with positive youth development, highlighting promising practices. Selection of participants is based on an application process and Hispanic high school students are encouraged to apply. Data from surveys, focus groups, reflection forms, and analysis of Minnesota Student Survey results indicate that this culturally specific youth development model has positively impacted a significant number of participants.
