Both African states and African American communities can benefit from a new communication framework that the United Nations Global AIDS Program and the Pennsylvania State University developed to combat the HIV/AIDS pandemic. The framework contains five universal values recommended for AIDS intervention programs worldwide (government policies, socioeconomic status, culture, gender issues, and spirituality). (SM)
