Outlines a conceptual framework for student learning consisting of three models: independent learners, interactive learners, and collaborative learners, based on experiences at the University of Southern Queensland (Australia) in developing Web-based courses. Suggests that integrating student models of learning into Web-based instructional design will accommodate learners' cultural diversity in a global environment. (Author/LRW)
