Explored the attitudes and practices of property developers and related agents in facilitating or constraining access for people with disabilities in the built environment. Interview data indicated that respondents had limited knowledge of people with disabilities and their needs, regarding them as a minor consideration in building projects. They were not necessarily adverse to responding to this population's special needs. (SM)
