This study used a survey, interviews, a literature review, and statistical abstracts to compare the accessibility to computer and information technology between deaf populations in developed and developing countries. A wide disparity in access to information technology was found. Suggestions are offered that vary depending on whether a community has a reliable infrastructure and telecommunications system.
