Ohio School Finance: Continuing Challenges to Adequacy and Equity of Funding.
Payne, Gary L.; Cambron-McCabe, Nelda H.
Educational Considerations, v25 n1 p34-38 Fall 1999
Recent research and a 1996 PBS documentary concluded that Ohio's educational finance system remains inequitable. Guarantees to districts facilitated equity, but assessed property valuation per pupil significantly predicted current operating expenditures during the 1980s. Effects of state loans, property tax limitations, and the lottery are discussed. (Contains 16 references.) (MLH)
