State-specific political conditions influenced the race-specific allocation of federal vocational funding in three southern states, from 1918 to 1936. Both federal vocational legislation challenging racial segregation in education and black political mobilization shaped policy implementation at the state level, but the strength and consistency of effects depended on the openness of the proximate opportunity structure.
