Studies the evolution of New Zealand's educational system, including its recent reforms, the driving forces behind such radical changes, and some results and issues. Decentralization has removed layers of intervening support for schools, engendered new learning partnerships, and required increased parent involvement. Issues concerning equity, the principal's role, faculty workload, and special-education support must be resolved. (22 references) (MLH)
