Much can be learned from desegregation experiences in the Indianapolis Public Schools, surrounding suburban districts, and the Fort Wayne Community Schools. Racial balance was enhanced in these districts (via magnet schools and majority-to-minority transfers across feeder patterns), as measured by the Index of Dissimilarity. Judge Dillin's inclusion of suburban districts in the Indianapolis Public Schools' segregation plan was essential. (21 references) (MLH)
