Describes a case study of educational change in a society (Russia) undergoing a radical ideological transformation. The approval, manufacture, and adoption of textbooks suitable for democratic education are seriously impeded by ideological opposition, economic and organizational shortcomings in the central offices and publishing industry, potential "inside" resistance to restructuring, and increasing social inequalities.
