Examines the comparative efficiency of higher education institutions in the United Kingdom, responding to governmental concerns for accountability, value for money, and cost control. Tests concepts of cost and outcome efficiency, using data- development analysis, to gain further insights into universities' operations. Applying this methodology to 45 universities revealed a subset of 6 institutions performing satisfactorily across alternative efficiency tests. (31 references) (MLH)
