Policymakers in many states are trying to encourage white students to attend historically black colleges and universities. This article summarizes a study of five southern HBCUs that identified 14 major factors (regarding academic program offerings, student financial support, and institutional characteristics) that influence white students' matriculation choices. Statewide and institutional policies to advance desegregation are discussed. (30 references) (MLH)
