It is noted that financial problems of Latin American economies are leading to reconceptualization of the state's role in higher education governance and financing, particularly in the context of public and corporate demands for wider access, better quality, and market logic enabling better allocation of meager resources. Changes in financing since 1985 and issues of assessment and accreditation are discussed. (MSE)
