Neoliberal and structural adjustment policies in Latin America have produced educational budget cuts that set higher education against primary/secondary education. Confronting this environment, a proposed project involving cooperation between Latin American and North American universities, popular education, community action, and alternative credit programs, would combine international resources with local knowledge and initiative and create conditions for sustainable development.
