Public Education Equity and Efficiency in South Africa: Lessons for Other Countries.
Crouch, Luis A.
Economics of Education Review, v15 n2 p125-37 Apr 1996
Analyzes South African education's labor market productivity by race and compares it to investment levels. Investment highly favored whites, with interesting variations. Per capita and total investment in general secondary education of blacks is neglected relative to the same group's university and technical education. University subsidies appear inequitable even within the black population. (25 references) (MLH)
