Documents the rise of the Siraiki ethnonationalist movement in economically underdeveloped Southern Pakistani Punjab. Although the Siraiki intellectuals emphasize the differences of their language from Punjabi to mobilize public opinion against the injustice of their deprivation, the Punjabi elite view the Siraiki movement as a conspiracy to weaken the Punjab.
