Gives a year-by-year description of the five-year process of redefining a Canadian elementary school library program and the implementation of a learning resources program. Three components of the learning resources program are covered: (1) cooperative program planning; (2) cooperative teaching; and (3) accessing and managing human and materials resources. (KRN)
