In Sheffield, England, a budget crisis and the growing demands of the National Curriculum sparked a campaign for improved contact ratios and class sizes. The local education authority established an independent inquiry to determine existing resourcing patterns and create the framework for a new curriculum-led funding rationale. This paper discusses theoretical issues involved in developing a needs-based funding formula. (MLH)
