For ethical and practical reasons, lottery and its role in funding public education has sparked intense criticism from school leaders and public policy experts. State lottery profits typically comprise 1-5 percent of state's local budget, despite public expectations. Although lottery monies are supposed to supplement education funding, they are indirectly supplanting monies already approved. Direct earmarking is needed. (MLH)
