Annual population losses from net migration for nonmetro areas declined from 0.38-0.20 percent during the period of 1988-91. However, annual inmigration and outmigration flows were consistently above 1.5 million (about 3 percent of nonmetro population). During the three-year period, nonmetro areas consistently lost young adults and those with college education. (SV)
