Reviews several current approaches to the assessment of health outcomes in cardiovascular disease, including health-related quality of life. Offers a general health policy model as a method for comparing program options in cardiovascular disease that may have very different objectives. Uses examples from hypertension screening and treatment, heart transplantation programs, and primary prevention of heart disease. (Author/KS)
