This article looks at how vagueness in policy formation, mistaken for a dysfunction, works to reduce conflict and maintain the pursuit of incompatible but desirable goals within organizations. The various conceptualizations of lifelong education and their underlying assumptions and implications are used to investigate the function of vagueness. (MT)
